
Protect Volusia has joined Let Volusia Vote in supporting a citizen-led petition effort to place a proposed charter amendment regarding potable reuse (“toilet-to-tap”) before Volusia voters.
Let Volusia Vote is a local political action committee focused on giving Volusia County residents a direct voice in decisions involving potable reuse (“toilet-to-tap”) and aquifer injection projects. The committee supports citizen-led petition efforts, public education, and local ballot initiatives intended to allow voters — rather than solely elected officials or utilities — to decide whether these projects move forward within their communities.
As Florida moves toward expanded potable reuse projects in response to rapid growth and overdevelopment, communities across Volusia County are working to ensure residents have a direct voice in decisions that could impact local drinking water and the future of their communities.
The petition seeks to prohibit treated blackwater from being used for potable water reuse and aquifer injection within Volusia County unless residents are given the opportunity to vote on these projects through local ballot measures. The effort also emphasizes the importance of city-by-city protections, as municipalities may still move forward independently unless local voters secure their own right to vote.

Toilet-to-tap” is the public term often used to describe treated sewage being used as drinking water or injected into the Floridan Aquifer for future drinking water supply.
Florida is moving quickly toward potable reuse — the treatment of reclaimed wastewater for possible use in drinking water systems. State law already encourages reclaimed water reuse as part of Florida’s long-term water supply strategy, and Florida rules now allow advanced treated reclaimed water to be used for drinking water purposes.
The question for Volusia is whether residents should have a direct vote before treated wastewater is allowed to become part of a future drinking-water supply or injected into the Floridan Aquifer.
This effort is designed to give residents a direct voice in decisions surrounding blackwater potable reuse (“toilet to tap”) and aquifer injection. Petitions are currently being gathered both countywide and city-by-city to pursue charter amendments and local protections that would allow voters — not just elected officials or utilities — to decide the future of these projects in their communities.Add an answer to this item.

While a countywide effort is underway, it is also critical for individual cities to pass their own charter amendments. Daytona Beach and Edgewater have already approved local ballot measures, highlighting why city-by-city protections matter. Without local protections, cities may still move forward independently unless residents secure the right to vote on these projects within their own communities.
